Lets do a bit of thinking.
The engine falters and dies when the choke is closed. And it has no power.
What might that indicate?
A fuel starvation issue.
The carb appears to be clean but the issue remains.
Where can we trace fuel problems to -
How about that pesky fuel tap?
Have your partner try putting the fuel tap on PRIME and see if the engine will run and pull with the choke closed.
Perhaps there is not enough fuel getting to the carb - when the choke is openned the additional fuel metering allows the engine to run but with little power - when the choke is closed - fuel starvation is almost immediate and the engine dies.
